1791: The first US Congress (the same Congress that had earlier made a law limiting US citizenship to Whites) passes a law admitting the Republic of Vermont, then a de facto independent nation, to the Union as a state. Today, Vermont remains over 94% White. As recently as the late 1960s, the entire American nation had similar demographics.
