The video points to a jew holding what appears to be a pistol, but in fact it is a Grager, a noisemaking device used during their holiday, Purim. It's purpose is to blot out the name "Haman" with an annoying sound.

I don't know the context of the video, but I assume it takes place during Purim. An interesting fact is that when Julius Streicher was lynched, he called out "Purimfest 1946" as he was led to the gallows.
