The cops want the literature distributor's name to put into their local fusion center's database as a tagged individual. What will the distributor be tagged as? White, and dissident to put it nicely. Enemies of the state would probably be more accurate though.

I found the laminated card I used to carry when putting out our leaflets or stickers. The text is in "Our Right to Distribute," above. I doubt if any new statutes supersede rights under the First Amendment of the U.S. Constitution. Not yet anyway.
Be prepared. Law enforcement takes heed when presented this card and see that the presenter knows his rights and will take action against those who attempt to violate his rights with bullshit.
"Littering" is simply a pretext to prosecute a perfectly legal pamphleteer selectively. Do they charge someone who passes out a church flier, a pizza flier or some other commercial flier with a "hate crime."? No.
Act responsibly. Do not litter, and do not obstruct or interfere with the police doing their job.
