Spotlight: More alleged chemical attacks feared to frame Syrian army

DAMASCUS, April 24 (Xinhua) -- Striking the Syrian army on the pretext of its chemical attack against civilians without substantial evidence gives ultra radical groups a reason to stage future attacks to attract more strikes on Syrian forces, analysts say.

On April 4, an alleged chemical attack struck the town of Khan Sheikhoun, which is controlled by the Front for Liberating the Levant, previously known as the al-Qaida-linked Nusra Front.

The attack was followed by massive civilian poisoning, with activists reporting the death of 74 people and the injury of 557 others.

The United States and its Western allies were quick to accuse the Syrian government of carrying out airstrikes with chemical substance, later reported to be sarin agent.

The Syrian government completely rejected the accusations, saying it is not in possession of chemical weapons and that there was no need to resort to such option as the Syrian army was advancing and using such tactic will do a big harm.

Officials said the attack was staged to attract a fresh Western wreath on the administration of President Bashar al-Assad.

On the morning of April 7, the United States launched 59 missiles on a Syrian air base of Shayrat in Homs Province in central Syria, in retaliation for the alleged chemical attack.

Observers and officials in Syria said the strike was so quick with no dust of investigation settling down, as it was basically based on allegations.

"How could they reach the conclusion so fast without evidence, particularly that Syria has been in a war for over six years, and there are plenty of complex rebel groups with variant background and staging such attack could be easy by any group," Maher Ihsan, a political analyst, told Xinhua.

The Syrian army said it struck areas in Idlib, adding that one of the targets was a weapon depot of the al-Qaida-linked militants and it was apparently stocked with toxic materials.

The Syrian government made it clear that it welcomes an investigation team from the Organization for the Prohibition of Chemical Weapons (OPCW) to look into the attack, but such team never showed up.

In a recent interview with Russian media outlets, Assad said there was no toxic attack in Khan Sheikhoun town, charging that the United States and the Western powers have prevented an investigation team from going to Syria to look into the allegation because the team will find all the narrative about what happened in Khan Sheikhoun was mere lies."

Deputy Foreign Minister Faisal Mekdad also rejected the allegations that the toxic materials were mounted on warplanes from the Shayrat air base, which was struck by the U.S. missiles, saying there was no trace of any chemical material when the air base was struck.

Observers agree that the responsibility of the attack was quickly assigned to the government forces, with Russian and Syrian officials warning that this will embolden the rebels into staging similar attacks in the future to attract new military strikes by the U.S., particularly since the opposition has highly appreciated the U.S. missile attack and demanded more.

Last week, Russian President Vladimir Putin revealed that information shows the rebels in the countryside of the capital Damascus were planning to carry out a toxic attack in the hope of seeing new U.S. strikes on the Syrian military positions.

He said the Idlib chemical attack was a false flag to set Assad up, and more may come.

On Monday, the Russian Foreign Ministry voiced concerns over the information about an imminent attack near Damascus, fearing that a similar scenario as in Khan Sheikhoun could happen.

The Russian ministry also charged that the Western countries fear to undertake a fair unbiased investigation into the Khan Sheikhoun attack "because that will expose their allegations about the responsibility of Damascus."

Meanwhile, the Russian Defense Ministry said battles in the Syrian town of Khan Sheikhoun will cease when experts arrive to investigate the alleged chemical attack.

"After an address from the Ministry of Defense, the Syrian command expressed its readiness to stop any military activity in the area, if a special experts mission will come to investigate the events on April 4 in Khan Sheikhoun," the ministry said, as cited by RIA Novosti news agency.

A complete cease-fire will be declared "to ensure safe work for the experts," it added.

The comment came days after Russia's Foreign Minister Sergey Lavrov said a Russian-Iranian proposal to investigate the attack "was blocked by Western delegations without any explanation," even though the proposal was amended to conform to the Western demands that the existing OPCW fact-finding mission conduct the investigation.

Meanwhile, Syrian mainstream media is playing the old records of President George W. Bush alleging the existence of chemical weapons in Iraq, when the U.S. invaded the country in 2003 over claims later proved to be wrong.

"If the rebels, or even the Western countries, mainly the U.S., want to strike the Syrian army they could use this pretext again," said Ihsan.

Temporary ban on delivery of controversial
newspaper under review

Procedures have begun for Board of Review hearings over a controversial newspaper that began appearing in mailboxes across Toronto last year.

In June 2016, Canada Post was ordered by the federal government to prohibit delivery of Your Ward News, a publication that sparked allegations of racism, bigotry, anti-Semitism and hate. Judy Foote, the minister responsible for Canada Post, issued the interim prohibitory order under the Canada Post Corporation Act.

James Sears, the publication’s editor-in-chief appealed that order and, as procedure under the Act dictates, Foote appointed a Board of Review consisting of three members to consider whether Canada Post should legally distribute the paper.

Over the last few months, members of the public had the opportunity to make submissions in the hopes of participating in the review.

It has been a divided issue encompassing a debate between proponents of freedom of speech and opponents of alleged hate speech. Here’s what some players on both sides had to say as the proceedings began Tuesday.

Canadian Government Says Lighthouse Trails Transgender Booklet
“Hate Propaganda” – Will Not Allow It In Their Country

On January 29th 2018, Lighthouse Trails released a new booklet titled Transgenderism and Our Children, written by LT authors Maria Kneas and Lois Putnam. The booklet describes the transgender issue and how it is affecting children. While the booklet does say that transgenderism is not God’s will for any human being, there is no language in the book to incite hate against transgenders.

The day after the booklet was released, one of our Canadian customers ordered 101 copies to be shipped to Canada. We began processing the order for shipping when we remembered reading about new Canadian laws on transgenderism. We pulled the order and began researching the matter. Here is what we learned:

According to a ruling in June of 2017, transgenders are now considered a protected people group in Canada:

The Canadian Senate passed Bill C-16 by a 67-11 vote. The bill adds prohibitions against discrimination on the basis of gender identity and gender expression to the Canadian Human Rights Act, amends the criminal code to extend protections against hate speech and allows judges to take into consideration when sentencing whether a crime was motivated by hatred of the victim’s gender identity or expression. The bill became law on June 19, 2017 in Canada.

We learned also that Canadian customs has the right to seize any material that would be classified as hate propaganda and that because of the new law, material that speaks against transgenderism would fall into the hate propaganda category. This is described in Memorandum D9-1-15, which can be read on the Canada Border Services website.

Memorandum D9-1-15 defines what is hate propaganda as:

Goods that incite or promote hatred against an identifiable group, by incorporating some or all of the following allegations, may be prohibited as hate propaganda:

(a) allegations that an identifiable group is to blame for serious economic or social problems;

(b) allegations that an identifiable group manipulates media, trade, finance, government or world politics to the detriment of society;

(c) allegations that an identifiable group is inferior or superior to another group; and/or

(d) allegations that an identifiable group weakens or threatens society, in whole or in part.

Because transgenders are now considered an “identifiable group” in Canada, and because our booklet does suggest that transgenderism will weaken our society and bring much harm to our children if it is introduced to them in school, our booklet would fall within the parameters of hate propaganda in Canada.

There is a clause in Memorandum D9-1-15 that states:

Goods that may constitute hate propaganda, through their willful promotion of hatred, will not be classified under tariff item 9899.00.00 if the goods are found to:

(a) communicate statements that are established to be true;

(b) predominately express, in good faith, an opinion on a religious subject or an opinion based on a belief in a religious text;

(c) be relevant to any subject of public interest, the discussion of which is for the public benefit and, on reasonable grounds, are believed to be true;

What this above section means, according to the Memorandum, is that under certain circumstances (e.g, opinion based on a belief in a religious text), those distributing “hate propaganda” will not be prosecuted under the criminal code, but the material is still deemed hate literature and will not be accepted into Canada.

Because it seemed that Memorandum D9-1-15 might allow for the freedom of expression and opinion if it is in a religious context, we made a phone call to the Canadian Customs office in Ottawa, Ontario to gain clarification and spoke to a Canadian customs officer who handles questions about the new laws on transgenders. We explained that the booklet did not incite hate but was warning about the dangers in teaching children that transgenderism is normal and healthy. The officer told us that the way to tell if a particular literature would be deemed hate literature was to substitute the word in question (transgender) with the name of a particular race of people, for instance, black people. So, in other words, if our substitution said that African American people were a danger to society, that would be considered hate propaganda (which we would agree with). So according to this test, if literature says that transgenderism is a danger to society, then it too is considered hate propaganda.

Our conversation concluded with the customs officer saying we are welcome to send our material to Ottawa for review, but he believed with what we told him that our booklet would not be allowed into Canada as it would be definitely considered hate propaganda. but the goons will simply confiscate any of our material
