According to Forbes contributor James Conca, Russia currently has the upper hand in nuclear weapons capability over the United States. Russia has been working hard to exceed the size and technology of the United States' nuclear arsenal while the United States' nuclear arsenal has been deteriorating. The United States has had lapses in it's Intercontinental Ballistic Missile Command in recent years, which according to the U.S. State department has made the Untied States an underdog should nuclear fighting break out between itself and Russia. According to the Forbes report Russia has not let its guard down over the past 40 years and now have a new generation of cruise missiles which are ready for mobile deployment by land or by sea. As a response to this and in an effort to bring the advantage in nuclear weapons to the United States, recently fired defense secretary Chuck Hagel(http://www.foxnews.com/politics/2014/11 ... iring-him/) has asked congress for $8 billion to add to the maintenance of America's nuclear arsenal. The White House let go of Chuck Hagel reportedly because he did not have the appropriate skill set to manage the Islamic State militant group. In a statement Chuck Hagel explained that "routine neglect of our nuclear weapons programs over the years has compromised our ability to respond to an actual threat." Earlier this month Russia announced "plans to wind down nuclear security cooperation with the United States." This action is speculated to be a symbolic message from Russia to the United States letting America know that Russia is ready for nuclear war with the United States, and that the United States cannot pressure Russia about Ukrainian borders.
