1865: Delaware refuses to ratify the purported 13th Amendment to the US Constitution, which, like the purported 14th and 15th Amendments, would fail to secure the legal ratification of a sufficient number of states. Nevertheless, the regime in Washington declared it to be ratified anyway after counting the "votes" of Southern states still under brutal military tyranny, where most citizens were disenfranchised.
