How to resize a avatar?

I tried to add an avatar to my forum profile but it says it is too big I believe, I tried multiple images on my computer. How do I go about re sizing one?
Please advise.

The maximum dimensions for an avatar here is 100 by 100 pixels, and with a maximum file size of 15.77 kb.

Creating avatars can be tricky sometimes. I believe there might be a free program out there called Paint.net , which allows you to resize your images, so that you can resize your image so that the image becomes the desired pixel dimensions.
