Capitol Fencing & Gun Control

I came upon a news article posted on Facebook about the fencing surrounding the capitol building.
In the comments it seems many believe the reason for the fencing and guard troops is that Schumer and Pelosi and the commie crew actually fear a real insurrection when they push through their leftist anti-Second Amendment agenda.
Any thoughts on that theory?
