I agree that Hitler envisioned a new leadership cohort emerging from the War. These men would not have been the existing senior leadership (although the seniors may have served as a transitional class between old and new), but rather the younger, mid-level operational commanders, including war heroes such as Rudel and Otto Skorzeny, administrators such as Arthur Axmann and Werner Naumann, and Leon Degrelle among the non-Germans.
