Too true. Trump had to enlist help from the "swamp" to staff his cabinet, and within the Federal bureaucracy it's all swamp (hopefully with some exceptions, but imagine they are too few to make much of a difference) and Trump just had no organization staffed with people ready to take over all these government positions.

It is up to us to build our own institutions (especially media and education but not to the exclusion of others of course) that are somewhat analogous for our needs and the potential for staffing a large governmental body such as what exists now and bring up our own leadership cadres. It can be done! Naysayers can sit on the sidelines and bitch as they always have and always will. Positive people who are sincere and serious may apply.
